The next in our series of loss control webinars presents a solution for pipeline control room operators, GIS Contact - Xchange Google Maps Platform and Documentation System for contacting a 911 Emergency Center to assist in responding to a pipeline emergency event that is nearest to the reported location, even if it is in different state of operations.
In October of 2012, the Pipeline and Hazardous Materials Administration (PHMSA) issued Advisory Bulletin ADB-2012-09 to remind operators of natural gas, hazardous liquid, and liquefied natural gas pipeline facilities that operators should immediately and directly notify the Public Safety Access Point (PSAP), the local 911 Emergency Contact Center, that serves the communities and jurisdictions in which those pipelines are located when there are indications of a pipeline facility emergency. Furthermore, operators should have the ability to immediately contact PSAP(s) along their pipeline routes if there is an indication of a pipeline facility emergency to determine if the PSAP has information which may help the operator confirm an emergency or to provide assistance and information to public safety personnel who may be responding to the event. At the time of this advisory bulletin issuance a solution for operators did not exist to identify and notify PSAP that servers their communities and jurisdictions.
