The fire protection design basis process establishes goals, objectives and criteria for the acceptable level of fire protection at a utility’s facility or project. This process results in a design based document (DBD), which describes the design rationale for the fire protection systems.
This webinar will present different perspectives for developing a successful fire protection design basis document. It will review common issues in determining the fire protection features required to mitigate the exposures for the hazards and stakeholders involved.
The webinar will be presented by Don Birchler PE, FP&C Consultants Project Manager; Larry D. Shackelford PE, Southern Company Services Principal Engineer, Risk Management; and Mark Boone, AEGIS Property Loss Control National Property Manager.
Don Birchler is a registered Fire Protection Engineer in 27 states. His experience includes fire hazards analysis, life safety, and water supply analysis. He has extensive experience in the evaluation of existing fire alarm, sprinkler and special hazard systems. Don has been involved with the design of fire suppression and alarm systems for numerous new and existing commercial and industrial occupancies. He has extensive experience with power generation facilities of many types, including nuclear, fossil fuels, alternative fuels, hydroelectric and IGCC. Don’s design efforts have also included construction period services and acceptance testing. His other experience includes fire loss investigation, fire modeling, fire alarm system detailed analysis, smoke evacuation system testing/certification and education. Don has taught fire alarm design, testing and maintenance classes, and Building and Life Safety Code applications for numerous audiences. He is a licensed Fire Protection Engineer, meeting the requirements of the Unified Facilities Criteria UFC 3-600-01, Section 2-1.15.2 for fire protection engineering services. Don has a Bachelor of Science degree in Civil Engineering from the University of Missouri-Rolla.
Larry Shackelford is employed at Southern Company in the Birmingham offices where he works in the corporate Risk Management Department. His primary responsibilities are working on the property insurance program at Southern Company, which includes the coordination of the property inspection program, property appraisal activities, resolving property claims and consulting with corporate engineering and plant personnel concerning risk mitigation issues. Larry is past Chairman of the EEI Loss Control Fire Protection Committee. He started his career at Southern Company in 1975 and after tenures with Fluor and Rust Engineering he returned to Southern Company in 2002. Larry is a registered professional fire protection engineer and has worked his entire 46-year career in fire protection engineering and property loss control.
Mark Boone is a registered Fire Protection Engineer in Florida, South Carolina and Virginia, with more than 34 years of experience in design, project, system, and programmatic engineering associated with Fire Protection, Machinery, and Loss Control/Risk Engineering across the entire spectrum of power generation and natural gas operations. Prior to joining AEGIS, Mark managed the Corporate Risk Engineering (CRE) group at Dominion Energy. Mark and his team provided project engineering support for all department or business unit funded fire protection/loss prevention projects and for all major construction projects for power plants, environmental upgrade projects, fuel conversion projects, LNG facility expansions, gas processing facilities, natural gas pipeline expansions and related gas transmission & distribution facilities. Prior to Dominion Energy, the first 17 years of Mark’s career was as a Safe Shutdown/Fire Protection Design Engineer at several nuclear power stations. Mark received a Bachelor of Mechanical Engineering from the Georgia Institute of Technology. He is a member of NFPA where he currently serves as Chairman of NFPA 850 and NFPA 853. Mark is also a Principal Member of NFPA 72. He is a past Chairman of the EEI Fire Protection and Loss Control Committee, a past Chairman of the Nuclear Electric Insurance Limited (NEIL) Engineering Advisory Committee and a past member of the AEGIS Loss Control Task Force.
